The November edition of the Crime & Policing News Update. is published. This month saw the publication of the 2015 Comprehensive Spending Review which sets out the government’s planned spending over the next four years. The Chancellor of the Exchequer pledged to protect overall police spending to enable the police to continue to adapt to emerging crime threats while taking further steps to improve efficiency. Delivering on the government’s priority to keep the public safe and secure, the counter-terrorism budget will increase by £500 million whilst the National Crime Agency’s budget will also be protected to help cut organised crime. Further details about the Comprehensive Spending Review are in this month’s news update. On 4 November, the Home Secretary introduced the draft Investigatory Powers Bill. This landmark legislation sets out in unprecedented detail the powers already available to law enforcement and the security and intelligence agencies, enshrines new capabilities in legislation, and significantly strengthens the oversight, safeguards and authorisation that govern their use. Speaking about the draft Bill, the Home Secretary said: “I am clear we need to update our legislation to ensure it is modern, fit for purpose and can respond to emerging threats as technology advances. This Bill will establish world-leading oversight to govern an investigatory powers regime which is more open and transparent than anywhere else in the world.” This month’s update has more details about the draft Bill, which will go through full pre-legislative scrutiny before a revised Investigatory Powers Bill is laid before Parliament in spring 2016. The news update also has details on the recent Strategic Defence and Security Review which sets out the government’s response to the national security threats facing the UK, as well as an update on the Child Abuse Image Database. |
