Grayling also suggested ministers are considering new laws to compel the aviation industry to invest in new, quieter planes. However the industry is already well down this route with a series of new 'hushed' aircraft variants entering service.
'We are committed to realising the economic and social benefits aviation has to offer, while taking seriously the need to balance this with managing the local and environmental impacts of aviation'.
The minister also confirmed that he anticipated a parliamentary vote on a new runway at Heathrow in the first half of next year.
