UK DRONE MAJOR LEGISLATIVE CRACKDOWN ON THE WAY, TOGETHER WITH NEW POLICE CONFISCATION POWERS...

The aviation expert and broadcaster Julian Bray (who is to speak at this weeks International Security Expo Conference Olympia, London, has long been supportive of much tighter Drone acquisition and use regulations, including mandatory safety awareness tests for those who intend to purchase a Drone.

High street retailers and toy shops are reporting massive demand andDrones are near the top of a must have Christmas present in 2017. 

Drones in the wrong hands can be dangerous and the smallest of these drones (which can fit in the palm of a hand) can easily carry, slung underneath a micro cargo load of say a mobile phone sim card, or a sachet of an illegal narcotic, and possibly used to access prisons and detention centres.

Under the new regulations Drone (UAV) users in the UK are to be required to complete  safety awareness tests as part of planned new legislation package on the use of Drones. In addition
 

Police are to be given new powers to crack down on illegal use of the unmanned aerial vehicles.(UAVs)
However the government hopes drone technology will be used commercially in a variety of industries from parcel delivery to working on and around oil rigs.

The bill is supported by the pilots' union, BALPA  who report 81 drone incidents so far in 2017  - up from 71 in 2016 and 29 in 2015   General secretary, Brian Strutton, said: "The proposals are a step towards the safe integration of drones, but until the new rules are in place the threat of a serious collision remains."

In July, in an AIRPROX near miss report, a drone flew directly over the wing of a large passenger jet with 130 passengers on board, as it came into land at London's Gatwick Airport, which a report said had put 130 lives at risk.

The proposed UK bill set to be published early in 2018 - would ensure that Drown owners of machines weighing more than 250g would both need to register  them and sit a test. Owners are banned from flying them near airports or at heights above 400ft.

Police will be granted new powers under the proposals to ground and seize drones if they suspect they had been used in any criminal activity

The government is also working with drone manufacturers on technology which produces virtual barriers, to stop the machines operating in restricted areas.

But what does the CAA regulator currently think of the use of drones? Their latest statement  is very to the point, but must be considered work in progress until the new legislation comes in..

The Civil Aviation Authority (CAA) supports the safe development of drones in the UK. Drones can bring many benefits but to achieve those we need everyone flying a drone now to do so safely. 

The CAA welcomes plans to increase training for drone users and their awareness of safety rules. We have been working with Government and the aviation and drone industries to educate drone users. The CAA successfully promotes the Dronecode, which provides an easy to follow guide to UK drone rules. This is now included with most new drones sold in the UK. Since the campaign has been running the CAA reports  a 50% increase in public awareness of the rules. But there is still more to be done by all parties and the CAA says it remains committed to this work.
  
The CAA would welcome a register of drone users that is tied to systems allowing real-time tracking and tracing of drones. This would be a significant aid to the police and others involved in enforcing drone regulations.

In addition, the CAA welcomes steps to introduce no fly zones to improve safety and are actively involved in work to define these for drones in the future. 

Fitting geofencing to drones, automatically stopping them flying close to airports and other key infrastructure, is also a key element of helping to make sure drones fly safely.

Forthcoming drone rules for Europe being proposed by the European Aviation Safety Agency also call for mandatory geofencing for drones.
   
Anyone operating a drone must do so responsibly and observe all relevant rules and regulations. The rules for flying drones are designed to keep all airspace users safe. It is totally unacceptable to fly drones close to airports and other aircraft and anyone flouting the rules can face severe penalties including imprisonment. 

The CAA's 'drone code' provides advice on how to fly your drone safely and responsibly. You must follow the rules at all times and can find more information at:

The Enemy Within ... How real is the threat of returning IS fighters to the UK and Europe?

Julian Bray Broadcaster, Journalist and Aviation Security Expert is addressing the 2017 Security Expo Conference, Olympia London.

This is an abridged extract from his overall presentation and makes the case for a fundamental 'bottom up' re-evaluation of all elements of security expenditure, at all levels, from supranational to small family firms, suggesting that it should not be regarded as a stand-alone cost centre but considered as a legitimate integral cost of production, or delivery of a service, either public or private sector.

Julian Bray suggests this should logically be a core component of the revenue protection process.

In addition, should it result in increased revenue streams by employing exceptionally effective security processes, then the security related budget should likewise increase as a direct percentage of the increasing revenues. In short a gift that keeps on giving...    Please check against delivery. 

Whatever takes place elsewhere, and outside of our chosen orbit, we must consider immediate priorities ensuring our own security strategies and associated protocols are firmly in place. Importantly that we also directly own and control the strategy employed.

Our continuing concern also has to be the threat of terrorism and all that comes with it. It’s taken a good three years to drive out or as the BBC now claims assist the departure of Islamic State from Raqqa.

The BBC has now uncovered details of a secret deal that let hundreds of IS fighters, their families and munitions evacuate from Raqqa, as the BBC says: “Under the gaze of the US and British-led coalition and Kurdish-led forces who control the Syrian city.” The convoy included some of IS's most notorious members and - despite reassurances - dozens of foreign fighters. The best laid plans.....just imagine the best way to spoil a successful sales trip to the Dubai Air Show, and this one comes right at the top!  

 

Picture the scene, two top Emirates officials enter the room, they are not smiling,  but heading straight for Airbus CEO Tom Enders and his sales chief John Leahy.

 

The Emirates officials then calmly drop the bombshell that a widely trumpeted $16 billion deal, for some thirty six Airbus A380s' would not be signed that day, in fact the paper may never see the ink dry, putting a huge question mark over the future of the world’s largest Airbus jetliner.

 

The blow is even more awkward as the Airbus Public Relations crew (about to pop the chilled champagne perhaps?) were already in place for a double-signing ceremony with arch rival Boeing.

 

Imagine their chagrin as the Americans walk away with the sole Emirates order, worth $15 billion....... Ouch!

AIR ACCIDENT: 4 DEAD: MID-AIR COLLISION INVOLVING AN AIRCRAFT CESSNA 152 AND A TWIN-SEAT HELICOPTER AT WADDESDON HILL, UPPER WINCHENDON, SOUTH OF THE A41, NEAR ALESBURY BUCKINGHAMSHIRE. EMERGENCY SERVICES AND AIR ACCIDENT TEAM AT LOCUS OF INCIDENT

SATURDAY 13:50PM:

Captain of the 2-seater helicopter is confirmed as Captain Mike Green, who died along with his passenger in the accident. Captain Green, in his 60's, was a highly skilled Senior Instructor / Training Captain with over 30 years experience flying helicopters. As his list of qualifications bear out:

He was working with Helicopter Services a firm operating out of Booker Airfield, near High Wycombe, Bucks.  

No other names have been released.

SATURDAY 12:30PM:

Unconfirmed local source is suggesting today the Cessna 152  was flying above the helicopter, then possibly sustained a catastrophic failure, as ' two bangs' heard, causing the light aircraft to 'drop nose first like a stone' hitting the Helicopter below.

Pictures of 'intact' Cessna tail section taken by BBC helicopter seem to support this, as helicopter debris seems to be of the particulate variety, not large pieces, and spread over a wide area. Detailed searches being carried out.   



FRIDAY 19:30pm:

Thames Valley Police tonight at 19:30hrs confirmed during a news conference,  that four people died in the Buckinghamshire mid-air collision at Noon today (12:07pm) between a 2-seater Cessna 152 and a twin seater helicopter.

Two persons perished in each aircraft. Police will not release details, until the next-of-kin are located, informed, and supported by specialist officers. 

The grim news, now turns this from 'a rescue to a recovery' operation. There is now expected to be a 'fingertip search' of the surrounding woodland, in order to recover debris.

Police working to an AAIB matrix, expect to resume operations at daybreak, and continue over the weekend and possibly Monday.

Once the debris has been recovered and recorded, the two aircraft will be reconstructed in a secure hanger using a scaffolding support framework in order to determine the precise cause of the accident.

Small light aircraft do not usually have accident 'black box' data and voice recorders, usually made available to investigators following accidents to assist in any subsequent investigation.

The AAIB has sent a team to investigate a mid-air collision involving a light aircraft  (sources suggesting a 2-seater Cessna 152) and a twin-seat helicopter near Aylesbury, Buckinghamshire.

Both aircraft are from (High) Wycombe Air Park, also known as Booker Airfield, some 23 miles south of Waddesdon and Waddesdon Hill. 

The accident locus is an off-road area in dense woodland at Upper Winchendon, nr Waddesdon. 

The A41 both ways between Bicester and Aylesbury was expected to be closed for the rest of today. But Transport for Bucks say the A41 has reopened. 

Fire  & rescue crews from several counties attended but have now withdrawn as night fell, the location of the incident is confirmed as being at Upper Winchendon  (south of Waddesdon Manor) near the village of Waddesdon and south outside of the grounds of the National Trust property known as Waddesdon Manor, (south of the A41).

Later reports suggest the area around Waddesdon Hill has been cordoned off, and a UAV 'drone' deployed to spot any survivors who may have been ejected or thrown from either aircraft.

The area under investigation is within a triangle, framed by the A41 Bister to Aylesbury, the M40 between junctions 7 and 9, finally the A418 completes the triangle.  

South Central Ambulance Service is reporting: 'a number of casualties now confirmed. Number not released, but thought to be in the region of four. '

The incident is being major-incident managed by Thames Valley Police. Officers said earlier today,  this is still a rescue operation with lives to be saved. The Air Ambulance in attendance, as are Ambulance paramedics plus Fire and Rescue Service crews with specialist equipment.

Air traffic in the locality reported to be 'very busy' by one local pilot, normal for a Friday with pilots getting away for the weekend before nightfall, and not usually flying high enough to be under strict air traffic control (i.e. flying at low altitudes, say 1,000 to 2,500ft) and therefore in uncontrolled air space, so Pilots have to maintain acute visual and instrument contact - an identity numerical code appears and moves on all pilots radar displays). Several small airstrips are operational in the area, and busy during the run-up to the weekend. 

Waddesdon is a village within the Aylesbury Vale district in Buckinghamshire, England, 6 miles from Aylesbury on the A41 road.  The centre of a civil parish, includes the hamlets of Eythrope, Wormstone and Woodham.

ZIMBABWE COUP OR NO COUP? We've seen this before. It all happend nearly half a century ago in UGANDA!

Major General Sir Edward Frederick William David Walugembe Mutebi Luwangula Muteesa II KBE, was Kabaka of the Kingdom of Buganda from 22 November 1939 until his death. He was the thirty-fifth Kabaka of Buganda and the first President of Uganda. The foreign press often referred to him as King Freddie, a name rarely used in Uganda.

Julian Bray writes: Current Events in Zimbabwe strongly suggest that a bloodless coup is in progress by the military and that President Mugabe is effectively under house arrest and will either be spirited out of the country or moved sideways.  But what actually happens when the military moves in?

The last time I experienced an African coup was in Uganda around about the time that Britain had won the World Cup in 1966. King Freddie of Buganda (the largest of seven sovereign Kingdoms inside Uganda) had challenged the Kampala central government under the then president Milton Obote ( who was later ousted by the 'King of Scotland' the despot General Ida Amin Dada). Only Obote then had the Army and Air Force, poor King Freddie only had a big drum and some antique spears....he later died in exile in the UK.

In Ugandas' case an immediate curfew was ordered and everyone told to stay inside and off the streets after 6pm to 9am the following morning. Quite good timing for my point of view as it was my Birthday in May 1966, so the pre-arranged party had to go on... all night, but well away from the windows.

Uganda TV was in its infancy, so the main method of communication was Uganda Radio, rather like an early BBC local radio set up and indeed the BBC had installed it just prior to independence, a few years earlier, no computers or telephones then just gramophone records and an EMI tape machine.

The military had moved armoured personnel carriers, jeeps and lorries onto every street corner and set up gun placements and army checkpoints. Barriers everywhere. 

The checkpoints were a fiscal joke, as quickly the troops,still smiling, used them as a convenient way to earn some extra cash. Either pay up or endure a long search of your car. 20 Uganda shillings (about £1 sterling) was the going rate.  

Military music on the radio initially replaced the light Congolese music favoured in Uganda at that time, but on Uganda TV the military tunes gave way to endless looped  'Booker T and the MGs Green Onions' ...the whole LP, both sides!

I'd forgotten that I had lent (gifted) the TV station my personal LP of Green Onions, and it became an instant hit with the TV station staff then operating out of the old redundant Kampala Hospital, replaced by the UKs Independence present to Uganda Mulago Hospital. One casualty of the curfew was my cook/ houseboy who ventured out after curfew for a packet of cigarettes. I had to bail him out (50 Uganda shillings)  


Meanwhile MDC-T leader [Piers?] Morgan Tsvangirai has returned to Zimbabwe and will on Thursday hold a series of meetings with his party structures amid revelations his party is backing the current intervention by the military. Best of luck with that Morgan ...

Dubai, 15 November 2017 – As Aviation Expert Julian Bray  flagged up over the last few months, long before todays announcement from the Dubai Airshow, the new Airbus neo variant is winning much needed 'better than expected orders' for the Airbus neo,  over its Boeing counterpart and this Julian Bray maintains can be put down to the new engine options offered. Although this is not yet a finalised deal, but a strong Memorandum of Understanding and will still have to go through the process of a final engine selection as will the specification for the internal fit-out..  

Airbus and Indigo Partners’ four portfolio airlines have now signed a Memorandum of Understanding for the purchase by the 4 airlines of 430 additional A320neo Family aircraft.

The aircraft are to be allocated between four ultra low-cost airlines operating out of four different countries and in very different operating conditions. The airlines are: Frontier Airlines (United States), JetSMART (Chile), Volaris (Mexico) and Wizz Air (Hungary) upon the completion of final purchase agreements between Airbus and the four airlines.

The massive order, the largest ever announcement for Airbus will also add a whole new unexpected  negotiation area for the Brexit debate with the EU. Simply all airbus aircraft need wings to fly and for many years these have been fabricated in Wales and Bristol and ferried back as completed sections to Airbus France.

Any break or disruption to the Welsh or Bristol output due to Brexit complications will seriously impact on delivery. As it is commercial flights between the Uk and Europe may well come to a juddering halt next March when we exit the EU with a deal in place or not...

Originally a chance conversation with a key component supplier let slip, "they were in the process of an unexpected gearing up to meet the new demands being placed on the supply line," also well publicised engine supply chain problems in the US tipped the balance towards the new Airbus neo family .

Now we can reveal that our early posts on this topic flagged up the possibilities of a set of even better environmental impacts, coupled with 'substantial fuel cost savings'  and caught the eye of a senior air leasing company executive, who then demanded to know where our information had come from, needless to say we protected the  source.

Valued at $49.5 billion, this is Airbus’ largest single MOU announcement ever

The 430-aircraft commitment, comprised of 273 A320neos and 157 A321neos worth $49.5 billion at list prices, was announced at the Dubai Airshow by Bill Franke, Managing Partner of Indigo Partners***, and John Leahy, Airbus Chief Operating Officer Customers, Airbus Commercial Aircraft.

When added to existing Airbus A320 Family orders, the new agreement will make Indigo Partners one of the largest customers by order number in the world for the Airbus single-aisle aircraft family.

Airlines in the Indigo Partners family previously have placed orders for 427 A320 Family aircraft.

“This significant commitment for 430 additional aircraft underscores our optimistic view of the growth potential of our family of low-cost airlines, as well as our confidence in the A320neo Family as a platform for that growth,” said Bill Franke. 

John Leahy commented: “Indigo Partners have been a tremendous customer and supporter of the Airbus single-aisle fleet for many years. An order [MOU] for 430 aircraft is remarkable, but it’s particularly gratifying to all of us at Airbus when it comes from a group of airline professionals who know our products as well as the folks at Indigo Partners do. 

"We are proud to augment their airline fleets in Latin America, North America and Europe with the single-aisle aircraft that offers the lowest operating costs, longest range and most spacious cabin: the A320neo Family.”

Also present at the announcement were Enrique Beltranena, CEO of Volaris; Barry Biffle, CEO of Frontier Airlines; Estuardo Ortiz, CEO of JetSMART; and József Váradi, CEO of Wizz Air. They confirmed their firm’s individual aircraft orders [MOU]  as follows:

• Wizz - 72 A320neo, 74 A321neo
• Frontier - 100 A320neo, 34 A321neo
• JetSMART - 56 A320neo, 14 A321neo
• Volaris - 46 A320neo, 34 A321neo

Indigo Partners’ Bill Franke indicated that engine selections will be made and firmed up at a later date.

The A320neo Family incorporates 'state-of-the-art' technologies, including new generation engines and Sharklet wing-tip devices, designed to deliver 20 percent fuel savings by 2020. 

With more than 5,200 orders received from 95 customers since its launch in 2010, the A320neo Family has captured nearly 60 percent market share.

Irish Aircraft Leasing Roundup

AerCap 3Q profit up 18% to $266 million on aircraft sales

Dublin-based lessor AerCap Holdings has posted $265.8 million in third-quarter 2017 net profit, up 17.8% from $225.5 million net income in the year-ago quarter.

AerCap said the increase in profits can be attributed to a $63.7 million net gain following the sale of 27 aircraft and a reclassification of 8 aircraft to finance leases during the quarter.

The company reported $1.3 billion in revenue for the quarter, up 3.9% from $1.2 billion in 3Q 2016.

Boeing, CDB Aviation Finalize Order for 52 x 737 MAXs and 8 x  787 Dreamliners

Boeing and CDB Aviation on November 9 inked an order for:

42  x 737 MAX 8s,
10 x 737 MAX 10s
and
8 x 787-9 Dreamliners.

This latest order puts the 737 MAX program at over 4,000 orders in total. Overall valued at $7.4 billion at current list prices, and was announced as a Memorandum of Understanding (MOU) at the 2017 Paris Air Show.

The order includes a conversion of six 737 MAX 8 orders, to the 737 MAX 10.

SMBC Aviation Capital is to receive up to USD $1 billion in capital from its shareholders

SMBC Aviation Capital has announced that its shareholders, Sumitomo Mitsui Financial Group, Inc. and Sumitomo Corporation have agreed that the company will receive up to USD $1 billion in capital by March 31st 2019.

The equity will support SMBC Aviation Capital’s growth plans including the funding of new aircraft coming on stream from 2019.

Dubai Air Show – The United Arab Emirates Air Force & Air Defence has ordered five Airbus C295 medium transport aircraft.

Dubai, 15 November 2017 – The United Arab Emirates Air Force & Air Defence has ordered five Airbus C295 medium transport aircraft.

The agreement, announced at the Dubai Air Show, takes the C295 order book past 200, underlining the type’s market leadership in its class.

The aircraft will serve with the UAE Air Force replacing the existing CN235s still in operation. Deliveries will begin in the fourth quarter of 2018.

Orders for the C295 in the Middle East and North Africa (MENA) region now total 51.

Bernhard Brenner, Airbus Defence and Space Head of Marketing & Sales said: “The C295 is a tough and reliable aircraft, thoroughly proven in the Middle East operating environment. Passing the milestone of 200 sales – now 203 following this order – is a clear demonstration of its widely recognized capabilities and value. IATA Calls for Aviation security to be beefed up. Four main areas cited...

IATA Calls for Valuable Lessons to be learned from PED Ban Abu Dhabi – The International Air Transport Association (IATA) called for aviation security to be further strengthened by addressing four key areas;   (1) closer government-to-government cooperation to eliminate the long-term challenges of extraterritorial measures, (2) the universal application of global standards, (3) better information-sharing among governments and with industry, and (4) the efficient implementation of new and existing technology capabilities. "Governments and the industry are partners in aviation security. Airlines have operational know-how. Governments have the financial and intelligence resources. We have to put them together effectively in a continuous dialogue focused on improving security," said Alexandre de Juniac, IATA’s Director General and CEO, in a keynote address to the IATA AVSEC World Conference in Abu Dhabi, United Arab Emirates.   De Juniac emphasize the point. "We cannot predict the next security challenge. But some things we do know for sure. Our common defense is stronger when governments and industry work together. And if we can avoid long term extraterritorial measures, focus on global standards, share information and develop technology efficiently, our hand is strengthened even further."   Extraterritorial Measures   Governments must avoid the long-term use of extraterritorial measures and ensure that airlines are not left to bear the financial brunt of unplanned expenses for an indeterminate period.   "Threats to aviation are real. And we understand that sometimes unilateral additional measures of an extraterritorial nature may be unavoidable. But these cannot be long-term solutions and airlines should not be caught in the middle, picking up the pieces and bearing unplanned expenses for an indeterminate period when governments cannot agree on measures needed for the security of their citizens," said de Juniac.   The US Transportation Security Administration (TSA) requirement that airlines conduct interviews with passengers flying to the US is an example of an extraterritorial requirement. "Such interviews are traditionally done by government authorities. In the short term airlines may seem to be the best positioned to conduct the interviews. But in the long-term, if governments believe that these interviews are critical, then governments themselves should work together to dedicate the resources needed to fulfil that function," said de Juniac.   Global Standards   Global standards are critical to effectively manage the security of a global industry. "States are responsible for implementing effective security measures. Annex 17 of the Chicago Convention - which has been in place for four decades – makes this clear. But shockingly 40% of states have struggled to implement even its baseline requirements. This is not good enough," said de Juniac.   De Juniac welcomed the development of the Global Aviation Security Plan (GASeP) by the International Civil Aviation Organization (ICAO) and urged its swift implementation.   "Development and implementation are different things—as we clearly see with low levels of compliance to Annex 17 requirements. Capacity building will be critical. States will need to integrate the priority actions outlined in GASeP into their respective National Civil Aviation Security Programs if it is to be effective," said de Juniac. Information Sharing   Better information sharing and coordination on security measures among governments and with the industry is essential. The failure to share information among states manifests itself in many ways. The differing responses by governments to the threats that resulted in this year’s ban on Portable Electronic Devices (PEDs) on some routes by the US and UK is an example of the confusion that can result. At its most tragic, it is clear that failure to share information contributed to the loss of the 298 people aboard MH17.   "While governments have the primary responsibility for security, we share the priority of keeping passengers, crew and aircraft secure. Intelligence is key. This is the only way to stop terrorists. And we fully support the addition of an information sharing requirement to Annex 17 of the Chicago Convention. It is a step in the right direction, but it falls short of the true multi-lateral information sharing of risk information that is needed," said de Juniac.   Moreover, it is important for governments to extend information sharing to include airlines.   "Airlines don’t want access to state secrets. But if airlines understand the outcome governments want, they can help with the operational experience to deliver results effectively and efficiently," said de Juniac.   Technology   Technology plays a key role in keeping aviation secure. For example, the utilization of explosive trace detection (ETD) screening was integral to lifting of the US ban on large PEDs in the cabin. And the use of ETD will soon become an Annex 17 standard. IATA highlighted two areas for improving the development and use of technology:   Certification processes need to be streamlined and coordinated across jurisdictions .   We fully support the work of the TSA Innovation Task Force and the UK’s Future Aviation Security Solutions program (FASS).  "It would be a shame if we cannot use the result of these efforts quickly and globally to accommodate repeated certification processes," said de Juniac. Information technology should be employed more intensely so that passenger information can be referenced at airport checkpoints .   "IATA’s Global Passenger Survey highlights that passengers are frustrated with security and border control processes; and they are willing to share information if it makes these processes easier," said de Juniac.   Biometric technology, identity management systems and the linking of "known traveler" programs for border control and passenger screening can all contribute to more convenient and robust security processes at airports.
